Rwandans are voting in a referendum on a constitutional amendment to allow Pres. Paul Kagame to seek a third term in office. If it passes, Kagame could potentially remain in power until 2034. Rwandans are expected to vote overwhelmingly in favor the change. This is a growing trend in Africa. A law allowing a third term for Burundi's president last October has led to a civil war.
