Prime Minister Mariano Rajoy, facing criticism for not doing enough to stand up to the increasingly popular Catalonia Independence movement, has struck a deal with opposition Far-Left Podemos Party and the new center-right Citizen's Party (whose leader suggested the pact) to oppose the movement at all costs. A national election will be held Dec. 20.
