Libya’s east-based parliament has approved a new government despite the incumbent administration pledging not to cede power, pushing a fragile peace process to the brink of collapse and raising the risk of new conflict.

Prime Minister-designate Fathi Bashagha on Tuesday submitted his Cabinet to the east-based House of Representatives, where 92 of 101 legislators in attendance approved it, during a vote that was broadcast live from the city of Tobruk.

#LIBYA: Parliamentary Committee Delays Elections Until Jan. 24

Libya’s electoral board has suggested that this week’s presidential election should be postponed by a month to January 24.

The statement by the High National Electoral Commission (HNEC) on Wednesday came after a parliamentary committee tasked with overseeing the electoral process said it was “impossible” to hold the first round of presidential polls on Friday, as originally scheduled.

#LIBYA: Elections Postponed Until January Amid Divided National Parliaments

Libya's legislative elections have been postponed until January, the country's eastern-based parliament said on Tuesday, instead of being held on December 24 as planned.

"The election for members of the House of Representatives will take place 30 days after the presidential vote," still scheduled for December 24, parliamentary spokesman Abdullah Bliheg told a press conference.

Elections are supposed to help unify the country after years of conflict and division, but disputes over their legal and constitutional basis have laid bare the extent of the split between the country's east and west.

The House of Representatives, based in the eastern city of Tobruk, has been in disagreement over electoral laws with a rival body, the equivalent of Libya's senate, in the western city of Tripoli.

#LIBYA: Parliament Votes To Allow Egyptian Troops To Help Expel Turkish "Invaders"

The Libyan parliament has called on the Egyptian army to intervene in Libya to expel Turkish military there to prop up rival militia groups.

Parliament confirmed that Libya is exposed to a blatant Turkish  "interference" in violation of its sovereignty, with the blessing of armed militias controlling the west of the country and the de facto authority subject to them.

There's no word on whether or when Egyptian troops would intervene.

EU leaders have rubber stamped a plan to curb migration from Libya at an informal summit in Malta offering Tripoli €200 million to better control its borders. The deadly route across the Central Mediterranean is now the main gateway to Europe, with some 181,000 arrivals in 2016. #LIBYA: House Leader Considers New Flag & National Anthem For Libya

Awad Al-Fituri, the Head of the House of Representatives office in Tobruk, Libya, says he wants the legislature to consider a new flag and national anthem for Libya. The red-black-green tricolor "Independence" flag was re-introduced in 2011 after the fall of Libyan dictator Muammar Gaddafi. It was previously used from 1951-1969. Several House members are also supporting the plan. The Tobruk-based legislature is recognized as the official government of Libya by the United Nations. A rival government, in Tripoli, is dominated by members of the Muslim Brotherhood.

The US Treasury Department has sanctioned Aguila Saleh, the president of Libya’s internationally recognized parliament in Tobruk, over his effects to block the formation of a UN-backed government of national unity. Saleh "is responsible for stalling political progress in Libya," said John E. Smith, Acting Director of the US Office of Foreign Assets Control. The statement said Saleh repeatedly blocked votes by Libya’s House of Representatives to support the North African country’s political transition. The sanctions freeze Saleh's assets in the US.
