#ALGERIA: Parliament Approves Constitutional Amendments; Sends To Popular Referendum

The National People's Assembly, the lower house of parliament, has unanimously voted in favor of several constitutional amendments, amid a boycott of the opposition blocs.

The draft amendments, which will go to a referendum on November 1st, oblige the president to appoint a prime minister from the party that has the majority in parliament.

Tax legislation caused parliament to resemble a war zone before it passed, with insults, protests on the floor and even brawls breaking out. The legislation raises taxes on electricity and gasoline and diesel fuel, as well as 3G Internet. It's part of the government's plan to boost revenues hit by a plunge in the price of oil, a key export.
