A record low number of voters bothered to show up for Russian legislative elections this week as the result - a victory for Pres. Vladimir Putin's United Russia Party and its allies - was a foregone conclusion. Apathy and some voter fraud contributed to the turnout. Putin's party won 54.2% of the vote, taking 343 seats in the 450-member parliament.
