Pres. Joachim Gauck, speaking to a meeting of the world's political and economic elite in Davos, Switzerland, said limiting the importation of refugees into Germany "can be both morally and politically necessary to preserve the state's ability to function." Gauck warned that failing to do so meant ceding ground to populists and extremists.
