A HK$2,000 (US$254.) cash handout looks likely for all Hong Kong students as Finance Secretary Paul Chan Mo-po sweetens his budget. Chan had indicated there would be less giveaways in this year's budget compared with 2018 due to a lower surplus.
That has led to an expectation there will be no HK$4,000 handouts under a "Caring and Sharing" plan. But two large pro-establishment parties - the Democratic Alliance for the Betterment and Progress of Hong Kong and the Federation of Trade Unions - suggested that Chan should not only continue with a HK$2,000 (US$509.) cash handout for a defined scope of students but extend it to all students in Hong Kong.
