Nigel Farage, leader of the U.K. Independence Party, said the changes Cameron hoped to achieve were minor. The EU recently proposed that benefits would only be available to those who have earned over a certain figure. John Redwood, a former Conservative Cabinet minister, told the BBC the plan was "an insult" and "a sick joke".
