Pro-Russian separatist rebels in eastern Ukraine say they will hold their own elections in October. The announcement drew a sharp rebuke from Ukrainian President Petro Poroshenko, who said any election that did not occur with oversight from Kiev could violate last February’s Minsk peace accord.
