Haiti's parliament was dissolved Tuesday with new incoming members, since the nation has held no elections since 2011, allowing Pres. Michel Martelley to rule by decree. The "Core Group" of US, Canadian, EU and other diplomats approved Martelley's rule but urged him to rule with restraint.
