Defense Minister Gen Nakatani has called for legislation that would let Japan's Self-Defense Forces rescue Japanese citizens outside the country. He said it is the government's duty to protect the Japanese people. Japan's post-war constitution strictly regulates the use of its military, restricting it to being only defensive in nature.
