In a shocking defeat for Bejing, 28 pro-democracy legislators voted down plans for the Mainland to hand-select candidates for its 2017 leadership race after 31 pro-Bejing legislators walked out of Parliament to wait for a colleague. The 28 votes were enough to defeat the measure even if they had remained.
