Federal New Democratic Party Leader Tom Mulcair has reopened a thorny and controversial debate about Quebec sovereignty by appearing to promise Quebecers a special status in Canada if they voted "50% plus one" in a referendum, which is his party's policy, but goes against national law requiring a "clear majority."
