Turnout for Sunday's elections in cities and regional prefectures hit an all-time low, both in the 10 gubernatorial races and 41 prefectural assembly polls. Turnout for the 41 prefectural assembly elections hit a record low, with only 45.05% of voters participating, down from 48.15% in the 2011 election.
