#EGYPT: New Civil Service Law Ties Bonuses To Performance Rather Than Seniority; Caps Raises

A sweeping revision of the civil service law requires public employees to be evaluated every six months and any promotions be a result of those evaluations, rather than seniority. It also caps raises for promoted public employees and allows them to be fired as a result of a bad evaluation.
