The Kremlin is warning Europeans not to issue ultimatums against Vladimir Putin as they sit to negotiate a cease-fire in Ukraine Wednesday. Reports said German Chancellor Angela Merkel had given him until Wednesday to agree a peace plan over Ukraine or face brutal new European sanctions as the war escalates.
