A draft bill being prepared by Russia's Culture Ministry for the legislature would fine end-users of pirated content they have downloaded online. Culture Minister Vladimir Medinsky said the bill targeting copyright piracy is modeled on German legislation which also allowed for fines to be imposed on people whose internet addresses were used to download pirated content.
