German Chancellor Angela Merkel has given qualified support to PM David Cameron’s plans to restrict state benefits to EU migrants, boosting his hopes of winning a new deal for Britain ahead of the in/out referendum on EU membership for the UK planned for 2017 if he wins re-election this year.
